Carlos: California Governor Gavin Newsom has opened a new public-private endeavor known as the California Breakthrough Project, and by gathering the brains of leaders in the crypto and clever worlds, he is trying to make the state administration run in a smoother manner.
The plan, announced July 15, would address inefficiencies in California hiring practices, the purchase of technology, and the delivery of services to the populace. According to Newsom, the project was presented at a gathering organized with the company leaders not long ago, at the Ripple headquarters of San Francisco on June 5.
Tech Leaders to Help Fix Government Systems
It consists of the advisory group, which includes Chris Larsen, Executive Chairman at Ripple, and unspecified executives at Coinbase and MoonPay. Such executives will collaborate with state agencies so as to:
- Determine issues of government hiring, procurement, and service delivery
- Solutions of test pilots depending on real issues
- Make it open and involve labour unions in the process
Governor Newsom tied such cooperation to the fact that California leads in the field of artificial intelligence (AI). He pointed out that 32 of the world’s 50 largest AI companies are headquartered in California, and the state has access to these potent technologies, which can serve to modernise the government, and maintain privacy protection.
Executive Order Sets Timelines and Goals
To support the project, Governor Newsom issued Executive Order N-30-25. This order requires several departments, including Human Resources, General Services, and Technology, to work together in three areas:
- Speed up the state’s civil service hiring process
- Make it easier to buy and implement new IT systems
- Create shared contracts that multiple agencies can use
Every cabinet agency of California should come up with a minimum of one no-cost or low-cost idea to enhance efficiency within 90 days.
Also, the Office of Data Innovation in the state will be extending its Engaged California platform. This is a device used to get the ideas of government employees on how the state services could be made to be improved.
A program under Innovation Fellows will be established as well. These gentlemen, who are employees of the state selected in the context of their ability in leadership training, will have the mandate to address particular operating issues. They should have time to finish their projects in the month of August 15, which departments should not be able to take away.
Coinbase Backs Crypto Advocacy Through Fairshake
Concurrently, Coinbase is escalating its political leadership at the national level. The company has contributed to a crypto-related political action committee (PAC) called Fairshake and has given it 25 million dollars in an effort to help elect politicians who are friendly to blockchain developments.
On June 30, Fairshake had cash of $141 million, which included the cash raised during the first half of 2025 of $52 million. One of the spokesmen claimed that the mission of the PAC is to help create long-term support for the use of crypto and blockchain innovations in Washington.
Fairshake has already attracted more than 109 million dollars of investment since the Election Day in 2024 from different investors in the cryptocurrency world. One of its biggest contributors is Coinbase.
A Public-Private Alliance for Innovation
The California Breakthrough Project is a form of cooperation of the state government and tech companies that has never been seen before. Increasing dynamism of Silicon Valley innovation and the policy influence of Sacramento, the project is expected to make the government faster, smarter, and more efficient.
Should it prove successful, the partnership has the potential of becoming a nationwide example of using technological giants to bring public services into the modern world, and at the same time, represent the rising political power of the crypto industry.
